A Letter to the Residents of Hinsdale: Results From My First 100 Days

Dear Neighbors,

These past months have been busy ones, and while I am sending this a little after the 100 day mark, I want to take a moment to report back on what we have accomplished together since I was sworn in on May 7 as your Village President.

The first 100 days of an administration are a test of whether promises can turn into results. Thanks to the dedication of our staff, trustees, and partners at every level of government, Hinsdale has made major progress on the issues that matter most to our residents — all under my watch as your Village President.

Fiscal Strength and National Recognition

  • AAA Bond Rating Maintained (August 2025): Hinsdale once again retained its AAA bond rating, the highest possible. This reflects our fiscal discipline and ensures taxpayers benefit from the lowest borrowing costs.
  • Hinsdale Ranked #1 Place to Raise a Family in Illinois (September 2025): Niche named Hinsdale the top community in Illinois for families, and the fourth best in the entire United States. This recognition was earned during my first 100 days and reflects our schools, public safety, and overall quality of life.

Public Safety and Pedestrian Protection

  • Unlawful E-Bike and E-Scooter Use Reduced by 81% (August 2025): Under my direction, we strengthened enforcement of our new e-bike and e-scooter ordinance this summer. The result has been an immediate and dramatic decrease in unsafe use of these devices on our streets and sidewalks.
  • Public Safety and Transportation Commission Established (August 2025): At my recommendation, the Board created a new standing commission to regularly review pedestrian and traffic safety across Hinsdale.
  • First Phase of the Pedestrian Safety Study Completed (August 2025): During this period, we finished a Village-wide study of crossings and traffic patterns and began reviewing its findings to improve safety in the Central Business District.

Millions in New Funding Secured

  • State of Illinois Grants (May–August 2025): Through direct engagement with legislative leaders and state agencies, Hinsdale secured millions of dollars in state funding to support infrastructure, public safety equipment, and community improvements.
  • DuPage County Support (May–August 2025): By working closely with County Board members, I brought in hundreds of thousands of dollars in new grant money for public safety initiatives and community health services.
  • Introduced Innovative Regional Police Social Worker Pilot (June 2025): At my direction, Hinsdale took the lead in developing a regional social worker program
  • with surrounding communities, expanding access to mental health support while keeping costs manageable through intergovernmental cooperation.
  • Revenue from Hinsdale Oasis (June 2025): I personally advocated in Springfield for legislation that will allow Hinsdale to generate between $100,000 and $300,000 in new revenue each year from the Tollway Oasis property, with no impact on local taxpayers.

Making Government Move Faster

  • Streamlining Processes and Eliminating Red Tape (May–September 2025): At my direction, Village staff began the process of streamlining and digitizing permitting and internal workflows. We began implementing new systems to increase efficiency and provide greater transparency to residents.
  • Launched First-Ever Resident Survey (September 2025): We introduced the first Village survey to hear directly from you, the people of Hinsdale, about what you want to see from your local government. [Read the results here - can we have this hyperlink to the survey summary PDF in the attached?.] I have focused my time and efforts on listening to you directly through this process and have worked to deliver on your priorities in my first 100 days. I will continue to listen to residents and put your needs first in every decision.
  • Bringing New Voices into Government (May–September 2025): During my first 100 days, we reviewed the membership of Village boards and commissions and added new voices to ensure fresh ideas and broader representation in local government.

Community Pride, Visibility, and Engagement

  • Intergovernmental Cooperation Expanded: I have worked to strengthen coordination with District 86, District 181, surrounding mayors, and the College of DuPage. These partnerships, developed during my first 100 days, expand resources, align planning, and position Hinsdale to benefit from shared opportunities.
  • Recruiting New Restaurants and Businesses: Under my leadership, Hinsdale has made itself a primary destination for dining and community life by welcoming groups like DeNucci’s and securing replacements for former establishments such as Casa Margarita.
  • Visible and Active Leadership: I have embraced being present and accessible throughout the community, while providing regular updates to keep residents informed and knowledgeable about their Village government.
  • Cultural and Civic Recognition: During my first 100 days, the Village did things it has never done before, such as creating a Key to the Village program to recognize resident contributions and formally recognizing cultural events like Indian Independence Day and Hispanic Heritage Month. We also launched a year-long celebration of America’s 250th birthday to bring the community together through events, ceremonies, and displays of civic pride.

All of these results were achieved under my watch during my first 100 days. But this is just the beginning. We are moving Hinsdale forward in a way that honors our past and character while also being forward-looking and optimistic about the future. Hinsdale is fiscally strong, safer for families, better connected to state and county partners, and more responsive to residents.

Thank you for trusting me to serve as your Village President. Together, we will continue to deliver results that make Hinsdale not only the best place in Illinois to raise a family, but also the best place to live, work, and thrive.

With gratitude,

Greg Hart

Village President
